Results of the Eighth IRB Board meeting

The IRB Board successfully convened its 8th board meeting held in Zanzibar, the United Republic of Tanzania from 5th – 6th December 2024. The meeting was chaired by the IRB Board Chairperson, Eng. Ziria Tibalwa Waako. The meeting brought together board members and key stakeholders to discuss critical matters, assess progress, and make important decisions to advance the IRB's mission.

The meeting was attended by nine board members representing nine countries: Burundi, Egypt, Kenya, Rwanda, Sudan, South Sudan, Somalia, Tanzania, and Uganda. Additionally, the Eastern Africa Power Pool General Secretariat, Energy Regulators Association of East Africa (EREA), Zanzibar Utilities Regulatory Authority (ZURA), and the World Bank participated as observers, contributing valuable insights to the discussions.

During the meeting, the Board noted the presentation from the World Bank and the African Development Bank project representatives. It also took note of the progress on the development of the EAPP Market Rules, and the status of EAPP General Secretariat activities.

Key outcomes of the meeting included the following:

Adoption: The Board adopted the IRB secretariat report for 2024. The adoption is instrumental in driving IRB's objectives forward.

Recommendations: The Board recommended engaging IRB technical team members in capacity-building initiatives on electricity market-related topics to ensure their expertise aligns with that of utilities and market operators.

Approvals: The Board members approved the IRB Annual Work Plan and Budget for 2025, Dispute Resolution Rules (DRRs), Capacity Building Strategy/Program and the Analysis of Regional Regulatory Gaps and a Study of Harmonization of National Regulatory Frameworks, ensuring the effective implementation of planned activities for the upcoming period. The IRB Board also approved and signed the final IRB Human Resource Policy Manuals

The meeting concluded with a renewed commitment to fully operationalize the IRB and support the development of the EAPP competitive Electricity Market.
